Happy Sunday, Ward One!

I hope you all are enjoying this first day of fall and will enjoy this first of many email updates. As I jump into aldermanic duties, I’ll continue rolling out more and more features to keep you informed and engaged. Updates from Harry

It’s been a busy first two weeks! I’ve spent time in the community meeting many of you, in committee meetings reviewing legislation and getting voted to chair the Finance Committee, and in offices learning from our dedicated city staff.

I’ve already begun drafting three different bills and a handful of amendments. Directly working with neighbors, I’ve helped support a grant application, shared facts to address parking concerns, and went down to city dock on Friday to warn visitors about flooding. One of my favorite activities has been representing Ward One at momentous events across the city, like the opening of Annapolis Fire Department’s new Memorial Park.

O-13-24               Planning and Zoning - Expanding Daycare Act -

This bill from Alderman Schandelmeier would allow daycares in most zoning districts. Given the shortage of childcare, I am strongly supportive of this bill but would welcome suggestions to improve it. I also hope some of you might come to talk about how this would make your lives easier.

O-16-24               Special Residential Parking Districts - Permit Renewals -

This bill from Alderwoman O’Neill allows parking permits to be renewed for one year starting whenever the permit is issued rather than just on July 1. It should mean less hassle with your parking permits.

O-17-24               Elections - Definitions-

This and the other elections bills impact the 2025 municipal elections, not the November national elections. This bill updates definitions in the City's Elections Title to match the state definitions.

O-18-24               Elections - Mail-in Voting -

This and the other elections bills impact the 2025 municipal elections, not the November national elections. This bill changes the "Absentee Voting" section of the City Code to "Mail-in Voting" to meet state requirements.

O-19-24               Elections - Ballot Questions -

This and the other elections bills impact the 2025 municipal elections, not the November national elections. This bill contains clarifying updates recommended by the city Board of Supervisors of Elections that will make it more possible for voters to petition for referenda.

O-20-24               Elections - Surplus Funds and Reporting Deadlines -

This and the other elections bills impact the 2025 municipal elections, not the November national elections. This bill allows unspent candidate funds to be donated to nonprofits (not just political parties) and updates some deadlines.

O-21-24               Taxicab Driver License Criteria - For the purpose of updating the criteria for a City taxicab driver license; requiring a Class C driver's license from the State instead of a Class D license; requiring a driver-for-hire tag from the State; limiting the size of a taxicab vehicle; and generally dealing with taxicab driver qualifications.

O-25-24               Special Residential Parking Districts - Technical Corrections -

City staff ensure me that this bill only updates city code to match how enforcement is currently happening. It should not change parking enforcement at all. For the purpose of making technical corrections to parking rules on King George Street and St. John Street, Special Residential Parking District Numbers 2, 3, and 4; removing Calvert Street and St. John's Street from parking District 4; removing North Acton Place and South Acton Place from District 3 and placing those streets in District 2; placing a portion of Shaw Street in District 2; and generally related to City of Annapolis parking.

O-26-24               City of Annapolis Purchasing and Procurement - For the purpose of updating the procurement chapter of the City Code; increasing micro purchase and small procurement limits; clarifying language; copyediting and format changes; and generally dealing with Title 6 purchasing and procurement rules.

Second Reader Ordinances

O-15-24               Issuance of General Obligation Bonds and Bond Anticipation Notes

This bill is standard authorization for the city to issue bonds in accordance with the budget.

Second Reader Resolutions

R-38-24              Condemnation and Possession of Real Property at 245 West Street

Who hates having an abandoned gas station on the way into our neighborhood? I know I do! So, we’re doing something about it. This bill would allow the city to condemn the property and begin the process of redeveloping it. My position is that the bill should keep the door open to a variety of land uses since we do not yet have full information on the property’s condition, and I’m working on an amendment with Alderman Savidge to do that. But we will move quickly and decisively to ensure this doesn’t stay an abandoned gas station!

R-42-24              Establishment of Salaries Review Commission -

Creates an independent Salaries Review Commission to make recommendations to the City Council on the pay and compensation for the Mayor, City Council, and City

Manager to be effective for the four years beginning December 1, 2025. I am a big believer in paying top dollar for top talent, but I would rather increase support staff than raise mayor or city council salaries.
