Happy Sunday, Ward One!

Last weekend’s Slaughter Across the Water was such a joy to be apart of. In Julien Jacques’ photo above, you can see me leading the Annapolis side for tug #2. While the official result was a draw, we still made sure those traitorous Eastporters don’t have bragging rights for the next year. My favorite part of the event was meeting the many dedicated volunteers who make this happen every year and have raised close to a million dollars for local charities. Whether you tugged, volunteered, or just showed up to watch, thanks for participating in this fun tradition!

Updates from Harry

First, I’d like to ask you to click the button directly above and forward this email to a few of your neighbors. I hear all the time from residents how much they appreciated former-Alderwoman Tierney’s regular communications and want me to do the same. The more residents who are engaging directly with city government, the better.

In my last email, I announced regular weekly listening sessions every Wednesday at Acton’s Cove Park, and these will continue. But I have to cancel on November 20, as I’ll be out of town for a professional development conference. See you again on November 13 and November 27. Beginning in December, these will move indoors for three months.

I’ll continue to prioritize seeing you in person at these listening sessions, community events (like Slaughter Across the Water), and over your kitchen tables. Let me know if you’d like to host a meet and greet for your block, friend group, or local organization.

This closed session is to receive advice from the City Attorney on the recent lawsuit filed about the city dock resiliency project. My sense is that this lawsuit is unserious, but I look forward to getting serious advice from our counsel, who needs the ability to speak freely.

CA-2-24 FY 2025 City of Annapolis Departmental Reorganization

This and three other pieces of legislation will formalize Human Resources and Integrated Technology Solutions as independent departments, move several exempt positions onto a new executive scale, and update some pay rule language. The move to the executive scale will put the City in line with the practices of peer jurisdictions, including Anne Arundel County. The changes to the pay rules will open up changes to the rules and regulations of the personnel system, which will enable the City to more effectively address pay inequities and retention issues.

O-28-24 Police Department - Property and Contraband Disposal

Adds a requirement for the police chief to follow Maryland state law when disposing of forfeited vehicles.

O-31-24 Mobile Food Service Vendors' Signage

This adds some commonsense guardrails on the types of signs food trucks can have, such as not obstructing traffic.

O-32-24 Fire Sprinkler System Requirement Clarification

I have not received sufficient explanation of this bill from staff. The report is somewhat contradictory. While safety is of course important, we know that sprinkler requirements can stymie dynamic preservation of historic buildings. I want more information on this bill before taking a position.

O-33-23 Expiration of Special Exceptions to City Zoning Requirements

Extends the period for which a granted special exception to zoning is allowed. This shoudl allow for projects approved by our board of appeals to have a little more flexibility in their timelines, ensuring the smartest projects get built.

O-20-24 Elections - Surplus Funds and Reporting Deadlines

This legislation updates election reporting deadlines and allows candidates to donate surplus funds to registered nonprofits, not just political parties.

R-43-24 Fees Schedule Updated for Title 4 - Elections

This adds fees to penalize candidates not filing their campaign finance disclosures on time.

R-50-24 2025 Salary Review Commission Members

This just appoints members to the commission reviewing apy for the mayor, council members, and city manager.

  • The Annual Veterans Day Ceremony, hosted by the Fleet Reserve Association, will begin at 11 a.m. on Monday, November 11 on Memorial Circle at City Dock. There will be a short parade around Memorial Circle as part of the ceremony.  All Veterans are invited.  

  • The Youth Poetry Contest is accepting submissions until November 15th.

  • The Grand Illumination will occur December 1st, 3pm to 6pm, at Market Space Come out for an afternoon and evening of free entertainment, including Santa and the Christmas Tree Lighting. All of Market Space will be closed to vehicles for this event. Cornhill and Fleet Streets will be restricted to  residents living on those streets during the event.
