Happy Sunday, Ward One!

It's election season, and I've been working hard to support Democrats in many of our most crucial races—especially Angela Alsobrooks, who could determine control of the US Senate, and Dr. Joanna Tobin, whose school board race will so directly impact our ward. If you haven't already, I hope you'll get out and vote! Early voting is happening at Pip Moyer 7 am to 8 pm every day through this Thursday. And of course you can vote on election day, November 5. I'll be at the Bates Legacy Center 5-8 on election day to tell voters about the candidates—Kamala&Angela&Sarah&Joanna—who are supported by our Anne Arundel County teachers. Say hi if you see me!

In other exciting news, I filed for reelection this week, alongside my treasurer, lifelong Annapolitan Jessie Dunleavy (center photo). We'll be officially kicking off the campaign sometime after the national election.

Updates from Harry

Over the past month and a half, it's been my pleasure to meet with individuals, groups of neighbors, and established organizations anywhere that you all ask me to. But I want to make sure you know that you always have a chance to easily show up and see me in person.

So, I'm announcing a standing weekly listening session: Wednesdays at 8 at Acton’s Cove Park.

Here's how it'll work:

  • Unless you hear otherwise, I'll be at Acton’s Cove Park every Wednesday morning 8 am to 9 am. Just show up.

  • If it's wetter out than misting, assume that we've moved the listening session to 49 West.

  • As long as I'm in office, this will happen every week March through November. December through February, we're going to choose rotating indoor locations, the schedule for which I'll announce in November.

  • Unfortunately, I have to cancel November 20th, as I'll be out of town.

You can still always send me a message to set up a time to talk closer to your home, with a larger group, or just at a time that's more convenient for you. Truly, my absolute favorite aspect of this role is talking with people who love our city and are working to make it even more vibrant. So I will always make time to talk directly with you.

Public Hearings

O-23-24 Parking and Towing Regulations

The purpose of this bill is to make it easier to tow derelict trucks and motorhomes. Currently, the city can only use towing contractors with an office within one mile of the city, and if no company who satisfies that requirement is willing to tow a truck, then it cannot be towed. This will clean that up.

Resolution First Readers

R-46-24 Task Force to Study Residential Marine Vessels

There was previously a bill to regulate residential marine vessels (aka house boats) that ignited some controversy. In lieu of that, the council is hoping to establish a task force that can better balance various needs.

R-49-24 The Village at Providence Point Senior Care Development

I have seen the need for the Village at Providence Point since I first heard of this iteration. However, my wife sits on the board of the land trust that would hold the conservation easement for the property, so I'll recuse myself from this vote.

R-50-24 2025 Salary Review Commission Members

This charter-mandated commission reviews the compensation paid to the mayor, city manager, and aldermen. This bill appoints 4 members to the commission. I look forward to reviewing their findings.

Ordinance Second Readers

O-3-24 City Council Nominations to Boards, Commissions, and Committees

Allows the council to nominate someone to a board or commission (who would still have to be confirmed) if the mayor leaves the position open for 6 months.

O-16-24 Special Residential Parking Districts - Permit Renewals

This bill from Alderwoman O’Neill allows parking permits to be renewed for one year starting whenever the permit is issued rather than just on July 1. It should mean less hassle with your parking permits.

O-21-24 Taxicab Driver License Criteria

For the purpose of updating the criteria for a City taxicab driver license; requiring a Class C driver's license from the State instead of a Class D license; requiring a driver-for-hire tag from the State; limiting the size of a taxicab vehicle; and generally dealing with taxicab driver qualifications.

O-25-24 Special Residential Parking Districts - Technical Corrections

City staff assure me that this bill only updates city code to match how enforcement is currently happening. It should not change parking enforcement at all. For the purpose of making technical corrections to parking rules on King George Street and St. John Street, Special Residential Parking District Numbers 2, 3, and 4; removing Calvert Street and St. John's Street from parking District 4; removing North Acton Place and South Acton Place from District 3 and placing those streets in District 2; placing a portion of Shaw Street in District 2; and generally related to City of Annapolis parking.

R-48-24 Restaurant Parking Lot Usage Pilot Program Extension for Outdoor Dining

This will extend current outdoor dining rules for a year or until the council passes an ordinance to write permanent rules.
